What is Regulated Child Care?

Regulated child care provides a foundation for safe child care settings by conducting background checks, regular inspections and complaint investigations. Types of regulated child care include:

  • Certified Care (3 or fewer children under age 7 in care)
  • Licensed Family Child Care (up to 8 children under age 7)
  • Licensed Group Child Care (9 or more children under age 7)
  • Day Camp (seasonal program for 4 or more children ages 3 & up)

Text messages obtained during the investigation documented that staff coordinated false information regarding which classroom a child and staff member were in when they became aware that the child had left the building unsupervised. This was confirmed by staff in subsequent interviews.

Rule Summary Child Tracking Procedure
Description
A procedure for staff to track the children in their classroom is not implemented. Sign in and out sheets for all classrooms are kept together in one binder in the preschool room. This results in instances of one or more classrooms being outside while their method of tracking is still inside or vice versa. The system also does not accurately track when a child moves from one classroom to another.

Another child was observed leaving the classroom, passing through the office, and entering the hallway where the side exit door is located.
